Really? I thought the way it worked was them manipulating and directing things from the shadows, setting people on each other and having Heartless do their dirty work for them.
Well, yeah, that's part of it. Eventually they realize they have to do it themselves, so you find them at the end. Or a boss that you think is the last boss, but then turns out it wasn't them, and the real boss shows themselves.
